- Designing Ghana’s Industrial Future Through Integrated Value Chains
The Ghana Industrial Development Masterplan sets out a systems-based roadmap designed to transform Ghana into a diversified manufacturing and industrial economy.
The Plan identifies priority sectors across steel, agro-processing, energy equipment, machinery, housing materials, and strategic manufacturing clusters. It maps full value chains, proposes Special Economic Zones (SEZs), and outlines institutional, financing and skills development reforms required to scale production and exports.
More than an industrial policy, the Masterplan provides an implementation-driven framework linking infrastructure, capital mobilisation, industrial clusters and workforce development into a unified national development strategy.

The Ghana Industrial Development Masterplan provides a national strategic framework for strengthening manufacturing systems, expanding industrial production and advancing Ghana’s long-term industrial transformation
